Law Enforcement Torch Run

MULLICA TOWNSHIP — About 100 township students ran two miles down the White Horse Pike on Friday morning, along with local police officers participating in the Atlantic City to Camden Law Enforcement Torch Run for Special Olympics New Jersey.

The run, one of 19 across the state, raised funds and awareness for Special Olympics as the state’s Summer Games were about to open at the College of New Jersey in Ewing Township, Mercer County. Police closed off the right lane of the pike, also known as Route 30, for runners and formed a safety barrier with police cars and motorcycles, light blazing.
“I felt like I was going to die,” said sixth-grader Eric Tharp, 11, as he finished winded and exhausted. His friend Darren Fowler, who is on the cross country team, gave him the motivation to keep going, Tharp said.
Mom Lisa Tharp was there to greet him, and said she was impressed so many fourth- to eighth- graders could run the distance.

In Mullica, students had to pre-qualify to particpate in the run, said Pre-K to 8th grade physical education teacher Marguerite Tomasello. She said they had to run two miles in 21 minutes or less.
“It wasn’t easy. I almost fell,” said Ava Hammonds, 10, in fourth grade, as she finished at Township Hall. But she looked cool and unfazed, and wasn’t straining to catch her breath like many runners were.
Thirteen-year-old Brian Mascio, a seventh grader, said he learned the importance of keeping a steady pace from being on the cross country team.
“Everyone started so fast. I started regular and pretty soon was catching up and passing people,” he said.

Thank you to all who made this event happen - the Mullica Police Department, the Mullica Township School staff, and the terrific kids who attend our school.

Address to Mullica School Board- 5/28/14

Renee Goolden

Let me start by saying good evening to all.  I have been attending the board meetings for several months now and I've kept my mouth shut ( if any of you know me, you know this has been really hard for me).  Now that the Board has responded to inquiries that the public, parents, MTEA, and others have brought to your attention, I feel you have given me enough information to now speak up and out on several subjects that are not clear to me.

Lunch

Mrs. Tomasco

So educated, thank you for reiterating your credentials; but I would like to see you put them to use.  As to what you had to say at the last meeting, I respectfully disagree; you showed us a power point presentation about how we were losing money.  I have a problem with that because who exactly was in charge previously when we were losing money? Are we, the school, still paying Linda Faviour her salary & benefits, not the privatized cafeteria? Why is that? Last month the money was still being mismanaged in the cafeteria along with pink slips and nasty gram e-mails going home to parents saying that their kids owed an astronomical amount for some....Although some may be right, the process is not!  If there is an outstanding balance of a certain amount, pick whatever amount you choose, parents should be notified sooner, not the way it is going now.  So who will be held responsible for the bill if left unpaid?
I personally have had MANY problems with this over the last several years.  That is why I send my children in with the money the day they want to eat ( and that may be 3-4 times a month only) and I received a bill when I send in cash!  Please explain that?  Something is not right.  So again when the balances are not paid, are we as a school on the hook for the bill or is it the private company's problem?  Oh, and the portion sizes do not reflect what the kids need; I agree with Mrs. Stollenwerk from the last meeting.

Same goes for the Latchkey Program, who was responsible for it ?  So who let it go in the hole?  We are a smaller, wonderful community who always put children's safety and our families, neighbors, and friends first.  I know we are not responsible for hiring PT local staff but you are taking this to another level that is unacceptable.  Where are all of you from????  It is making more money now because the parents do not have the option of sending the kids only when needed and are stuck paying for a whole week, that's why there is a surplus of money.  At least that's how I see it.

Parent Drop Off Loop

That is exactly what it should be and it is not.  Parent continue to get out of the vehicle and hug & kiss even though there is a police presence.  This has been an ongoing problem.  Where is the change?

Police Officers

I have been a parent volunteer for seven years now; It has been a pleasurable & welcoming experience until recently.  With the changes of this new security desk, when I come to the school(as I have done for years) I do not feel welcome any more and feel like I do not belong there.  When the school staff is at the front desk, it's welcoming to all.  We are a small community school that has always thrived with the help of parents.  Why is it that we are no longer welcomed?  Even with school dismissal this is so confusing, the rules have changed and we as parents are not informed on how to retrieve our children.  Sometimes you are or are not permitted to go to the Middle School Offices, or go to the Elementary Office?  What do the police officers do?  I have to sign in repeatedly to sign the kids out but ....(rest of paragraph edited out for safety concerns)

Test Scores

Mrs.Brownhill

You made some colorful graphs....thank you for that.  Let me explain to you what I saw.  The 8th grade purple color was higher than all the others; why is that you ask?  Well, let me explain my theory.  The classrooms have changed so much with the heterogeneous classroom changes.  The kids in the 8th grade have had the continuity of care of learning of which we have become accustomed to and hold our school and kids to a higher standard.  That is why we are consistently across the board higher than the state's requirements for the 8th grade, at at least we were.  With that being said, are we as a school not striving for that anymore?  Is meeting the state standard just good enough?  Sorry, but I respectfully disagree; you have heard from parents and children in high school who say they would not be doing as well if they didn't have the education that they received here at Mullica.  I expect the same for my children.  Do you plan to look back and reflect after it's too late for some kids?  There is a problem/disconnect or whatever you want to call it.  It needs to be addressed!  We have always expected and demanded more.  The 1 or 2 children who didn't sleep well or eat a good breakfast on test day will always be there, but the numbers don't lie, spin it however you like.  Now you are going to hold the teachers responsible and hold tenure over their heads.  You are right, there is a big disconnect here.  Most teachers are here for the love of the children; keep it that way, I know it's not for the money.  I want my higher standards back!

To The Elected Board Members

So when I come to the meetings, the impression I get is that you want it over quickly; you second, then concur and I feel that the only one who is actually looking out for us is the newly elected individual, Mr. Stollenwerk.  He actually questions, reads and is answered.  Why don't more of you do this, are not you working for us as a school?  Please show more effort in what you have been elected to do.  We the parents/teachers ask the questions and they don't get answered for 2 to 3 meetings and are still not resolved.

The subject of PRINCIPALS, please explain to me and all on how this is going to work and save us money.  If you told us rather than keeping us in the dark then we could support and understand, or not.  Give us the tools instead of expecting us all to fall in line.  It's insulting to us  Why the changes now? I understand that change is inevitable but what we have has worked for years.  We are not a big school, we are a 2 in1 school.  Elementary and middle kids are treated differently due to age/grade, keep it that way. Bottom line: where is the savings????

People who live in glass houses shouldn't throw stones.  With that said, a lot of mistakes have been made, things have been said, true or not, we all make mistakes.  You only fix them by owning them.  You can move on so let's come together and make this happen.  Thank you for your time, again I look forward to further discussion regarding:
1. Test Scores
2. Latchkey Program
3. Parent Drop Off Loop
4. Police Officers
5. Dismissals
6. Principals

Again, I appreciate your time and attention to these matters.
Respectfully,
Renee Goolden

False School Registration

The site linked below will answer some questions presented about out of town children registered to attend Mullica Township's school.

"Any person filing an affidavit with a board of education to enroll a student in a school should be aware that there are penalties for filing a false affidavit.  According to state law, a person is committing a disorderly persons offense if she: 1) fraudulently allows someone else's child to use her residence for enrollment in school when the person is not the primary financial supporter of the child;  or 2) fraudulently claims that he or she has given up custody of his or her child to someone in another school district."

"In addition, a board of education has the right to collect tuition from a parent, guardian or caregiver when the board discovers that a student is attending school in a district where the student is not eligible for a free public education."

The residents of Mullica put a large portion of their tax dollars into the Mullica School and it's still not enough to upgrade needed equipment.  It's just fair, right & required that the Board of Education  should thoroughly investigate suspected cases of false registration.

DeRosa Shooting Under Investigation

MULLICA TOWNSHIP — The investigation continues into the Monday night shooting death of Lynn DeRosa, 57, of Pleasant Mills Road, Atlantic County Prosecutor’s Office spokesman Jay McKeen said Wednesday.

McKeen could not say when the office might release more information about the incident. Authorities would not comment on whether the case is a homicide investigation or a possible accidental death.

Lynn DeRosa and her husband, Sergio, owned the Old Bay Restaurant and Bar in Egg Harbor City, later the Burger Pub. The restaurant, in the 200 block of Philadelphia Avenue, closed a few years ago.

Mayor Jim Brown said he knew DeRosa, a horsewoman, by sight and often waved to her as she rode her horse near her home in the Sweetwater section of the township.

GEHRHSD Lawsuit

The family of a Cedar Creek High School senior said he was arrested, strip-searched, criminally charged, kept in juvenile detention over Christmas 2012, and banned from school for more than 14 months.

A vice principal set off the massive public safety response after seeing a drawing by the student, identified in court papers as K.J. Jr., that depicted a flaming glove.

Now, the student, his two siblings and their parents, Kevin and Teresa Jones, are suing the Greater Egg Harbor Regional High School District, Galloway Township police, the Atlantic County Prosecutor’s Office and other officials. They accused school officials of bullying and harassing the teen, who has an Autism spectrum disorder, saying it caused their family psychological and emotional harm, anxiety, sleeplessness and stress.

Mullica PD Assists Pleasantville PD

Undercover operations by members of Atlantic County, Ocean County and municipal law enforcement entities yielded a list of more than 20 suspected criminals, Riggin said.

The undercover team bought drugs from sellers on Main Street, Pleasantville.  Selling to an undercover officer is a third-degree criminal offense.

Many of the traffickers were homeless, occupied vacant buildings and usually were middlemen in the distribution, police said.

During the raids, armed teams surrounded the buildings known to be vacant or abandoned. Some appeared lived-in, but no one was seen. But an abandoned home on West Decatur Avenue proved otherwise.
Police entered the home in the early morning April 21 through an unlocked sliding-glass door facing the road. Two people were sleeping on twin mattresses on the floors of two separate rooms, next to piles of wrappers, cigarette packs, plastic bottles, air freshener canisters, plastic bags and cardboard boxes.

The agencies involved include the Atlantic County Sheriff's Office, Atlantic County Justice Facility, Atlantic and Ocean county prosecutor's offices, Egg Harbor City Police Department, Northfield Police Department, Mullica Township Police Department, New Jersey State Parole and the Atlantic City Task Force.

Just A Thought

Municipal Shared Services

Consolidating municipal services has been referred to as a sil-ver-bullet solution to curbing New Jersey's high property taxes, but because of the hodgepodge of civil service and non-civil service governed municipalities throughout the state, including within Atlantic County, consolidation isn't a simple feat.

In Atlantic County, neighboring towns often have opposing systems, limiting service-merging opportunities.
Within the civil service system, job positions are governed by the policies and procedures of the State Civil Service, typically requiring a State Civil Service test be taken and that applicants pass the specified test with a certifiable score.
Civil service municipalities must also adhere to the civil service commission's rules for hiring, promoting and firing its public employees, which is what causes a hurdle in consolidation of services.
Towns enter into civil service by passing a referendum, as many New Jersey towns had in decades past because the form of government gives automatic job preference to veterans
.
That "was a popular idea after the wars, when you had people coming back looking for jobs," Swain said, but in terms of consolidating services, it has shown to be an impediment.
If a civil service municipality were to merge a service with a non-civil service municipality, the latter would have to convert its employees in that department to civil service.

Atlantic County
Civil Service municipalities:
Atlantic City, Ventnor, Margate, Somers Point, Egg Harbor City, Buena Borough, Hammonton and Pleasantville
Non-Civil Service municipalities:
Longport, Linwood, Northfield, Egg Harbor Township Absecon, Brigantine, BuenaVistaTownship, Corbin City, Estell Manor, Folsom, Galloway Township, Hamilton Township, MullicaTownship, Port Republic and Weymouth Township

SHARED SERVICES vs. CONSOLIDATION
With shared services, one of the municipalities in the partnership takes on the duty of host, while the other or others become the receivers. The host takes care of paying the salaries of those associated with the service, while their receiver or receivers pays them a portion of the total service cost.
For example, Northfield and Linwood share a police chief, Robert James. Since Northfield is the host, James is on its payroll while Linwood pays Northfield a portion of his salary. The advantage of sharing the service is that the two cities share the cost, saving taxpayers' money. The service doesn't change, it just combines.
Consolidating services, however, means the departments would literally merge. For example, if Northfield and Somers point merged police departments, there would be one department, with fewer vehicles, officers and one building to maintain in terms of bills.

Received a call that he may have been seen in the yard at St. Marks church on pitney Road at around 11:30. Checked the area and drove around no luck. We have friends handing out flyers at the mayfest in smithville and other friends driving around the area looking. Thanks everyone for your continuing efforts!!
I hope it was him today, because i received a call yesterday from someone letting me know about a brown and white dog that was rescued from the mullica river in Sweetwater. The dog had no tail(like tyler). The dog ran when it got to shore and the women could not tell for sure if it was Tyler. I would not even know where to begin to look in sweetwater, but we went up there last night and left flyers(the women offered to post in the stores) and drove around the area in case it was him and he was wandering the streets.
So if you know anyone in sweetwater or galloway or smithville please ask them to keep an eye out!! We know alot of people are looking for him and we are very very grateful! We need this nightmare to be over and for him to be home... Next stop church -St Anthony, St. Francis, St. Jude and the Blessed Mary.Lost Dog

Mascio Tenure Hearing Ends

The arbitrtation hearing in the tenure charges against suspended Mullica Township kindergarten teacher Kelly Mascio ended Thursday, Mullica Township Education Association President Barbara Rheault said.

“We are extremely confident that Kelly will prevail,” said Rheault, who attended the hearing as Mascio’s union representative.
Both sides will file briefs by the end of May, and then the arbitrator will issue a decision, Rheault said.
The hearing in front of a state Department of Education arbitrator was private and held under American Arbitration Association rules, but the arbitrator’s decision will be made public. It must be issued within 45 days of the hearing’s end, according to the TEACHNJ tenure reform law.

Voice Of The People - Bud Walker

Thanks to Gov. Chris Christie and his appointed commissioner of education, taxpayers of Washington Township, Burlington County, are saddled with an egregious tax burden that staggers the imagination.

We have, at present, an elementary school with 29 students and 10 teachers. This unbelievable situation stands today because the commissioner has refused to close the school.
New Jersey law - a law passed, in my opinion, due to pressure from the New Jersey Education Association - requires that if we close our school and another district takes our students, they must also take our teachers, and ours are at the top of the salary scale. But if an education commissioner closes the school, this law would not apply The commissioner was petitioned by the Washington Township Committee to close our school, but he denied the request. The governor has stated in the past that situations like this must be corrected. I believe the commissioner must not be aware of the governor's opinion.
Sending the students to another district would not only cut the cost per student dramatically which would benefit the taxpayers. But, in the opinion of many it would also benefit the students both academically and socially

Youth coaches bring
bullying to baseball
We talk of bullying in the schools by children, but recently, at a youth baseball game between two Mullica Township teams, I witnessed grown men bullying and attacking a 10-year-old boy.
It just so happens the boy was my grandson, who was pitching.
I have played sports my whole life from high school and college basketball to equestrian competitions. My husband was a semi-pro baseball player. So I know a little about sports.
What I witnessed showed all that is wrong about organized sports for children. Youth leagues should be a place to learn the game, practice good sportsmanship and have fun. Instead, you had coaches from the opposing team arguing calls with the umpire and screaming that this boy was taking his foot off the mound when pitching.
Needless to say, it was a traumatic experience for a young kid learning the game. There is so much to be gained by playing sports, but certainly nothing is gained in this type of environment.

Mascio Tenure Hearing To Continue On 5/15/14

Thursday is scheduled to be the second day of testimony on tenure charges against suspended Mullica Township kindergarten teacher Kelly Mascio.

The hearing in front of a state Department of Education arbitrator is closed to the public, but the arbitrator’s decision will be made public after it is issued. It must be finished within 45 days of the hearing’s end, according to the TEACHNJ tenure reform law.

The Board of Education has moved to fire Mascio, a 16-year veteran teacher, who lives in Mullica Township. It has accused her of poor supervision of students after two 5-year-olds emerged from a classroom bathroom together in September, and said they had engaged in sex play.
The hearing opened last Wednesday at the offices of Board of Education attorney Will Donio in Cherry Hill. Donio works for Cooper Levenson in Atlantic City but the firm also has a Cherry Hill location.
Such hearings are conducted much like court cases, but under American Arbitration Association labor rules are private proceedings and members of the media cannot attend, according to the DOE.
The arbitrator can decide if Mascio should be fired, but can also recommend lesser consequences for Mascio, such as suspension or giving up a pay increase or can recommend that she be reinstated with full back pay, in effect exonerating her.
Neither Mascio’s lawyer Michael Damm, of Selikoff & Cohen in Mount Laurel, Burlington County, nor Board attorney Donio, are expected to comment while the hearing is continuing.
Mascio has been suspended since the September 30 incident, first with pay and then without pay after tenure charges were certified by the Board of Education and sent to the state in late February. Her treatment by the board and Superintendent Brenda Harring-Marro has sparked protests by township teachers and parents, who have argued firing her is too harsh.

Mascio Tenure Hearing To Continue On May 15th

A tenure hearing for suspended Mullica Township kindergarten teacher Kelly Mascio started Wednesday in front of a state Department of Education arbitrator, and will continue next week, said Mullica Township Education Association President Barbara Rheault.

“We had a full day of testimony that ended at 5 p.m., but the hearing is not concluded. It will continue May 15,” said Rheault, who was at the hearing Wednesday at the offices of Board of Education attorney Will Donio in Cherry Hill.

The Board of Education has moved to fire the 16-year veteran teacher, who lives in Mullica Township. It has accused her of poor supervision of students after two 5-year-olds emerged from a classroom bathroom together in September, and said they had engaged in sex play.

Hearings such as Wednesday’s are conducted much like court cases, but under American Arbitration Association labor rules are private proceedings and members of the media cannot attend, according to the DOE. However, the arbitrator’s detailed written decision will be made public on the DOE web site.

Seat Belt Enforcement and Education Campaign to be Conducted Locally as Part of Nationwide
Click It or Ticket Mobilization May 19 – June 1, 2014

Law enforcement officers from the Mullica Township Police Department will be cracking down on unbuckled motorists and passengers as part of the national “Click it or Ticket” campaign.

Beginning May 19 and running through June 1, the annual initiative includes high visibility law enforcement seat belt checkpoints and saturation patrols, as well as local and national publicity designed to ensure that drivers and passengers recognize the life-saving value of seat belts.

“Using a seat belt is the simplest way for a driver and his or her passengers to protect themselves when traveling,” said Gary Poedubicky, Acting Director of the New Jersey Division of Highway Traffic Safety. "In 2010 alone, seat belts saved an estimated 12,546 lives nationwide.”

The front seat belt usage rate in New Jersey currently stands at 91%. Poedubicky noted that the goal for this year’s campaign is to increase the statewide rate to 92%. “To meet our goal, we must continue both enforcement and public outreach efforts that educate all motor vehicle occupants about the importance of buckling up, every ride,” he said.

Poedubicky added that the campaign will focus on rear seat passengers, as well. Despite laws requiring adult back seat passengers to buckle up, adult back seat belt use stands at only 44 percent.

During the 2013 “Click it or Ticket” campaign, 422 police agencies participated in the two-week initiative. As a result of the effort, law enforcement officers issued 26,049 seat belt citations, 4,895 speeding summonses and made 860 drunk driving arrests.
