SANGER, The White House ignored an urgent warning in September 2003 from a top Iraq adviser who said that thousands of additional American troops were desperately needed to quell the insurgency there, according to a new book by Bob Woodward, the Washington Post reporter and author. The book describes a White House riven by dysfunction and division over the war. The warning is described in “State of Denial,” scheduled for publication on Monday by Simon & Schuster. The book says President Bush’s top advisers were often at odds among themselves, and sometimes were barely on speaking terms…As late as November 2003, Mr. Bush is quoted as saying of the situation in Iraq: “I don’t want anyone in the cabinet to say it is an insurgency… Secretary of Defense Donald H. Rumsfeld is described as disengaged … and so hostile toward Condoleezza Rice, then the national security adviser, that President Bush had to tell him to return her phone calls. The American commander for the Middle East, Gen. John P. Abizaid, is reported to have told visitors to his headquarters in Qatar in the fall of 2005 that “Rumsfeld doesn’t have any credibility anymore” … Robert D. Blackwill, then the top Iraq adviser on the National Security Council, is said to have issued his warning about the need for more troops in a lengthy memorandum sent to Ms. Rice. … the White House did nothing in response. The book describes a deep fissure between Colin L. Powell, Mr. Bush’s first secretary of state, and Mr. Rumsfeld…Vice President Cheney is described as a man so determined to find proof that his claim about weapons of mass destruction in Iraq was accurate that… his aides were calling the chief weapons inspector, David Kay, with specific satellite coordinates as the sites of possible caches. None resulted in any finds. Two members of Mr. Bush’s inner circle, Mr. Powell and the director of central intelligence, George J. Tenet, are described as ambivalent about the decision to invade Iraq…Mr. Woodward writes about a private exchange in January 2003 between Mr. Bush’s mother, Barbara Bush, the former first lady, and David L. Boren, a former chairman of the Senate Intelligence Committee and a Bush family friend.… the president’s father, former President George H. W. Bush, “is certainly worried and is losing sleep over it; he’s up at night worried.” The book describes an exchange in early 2003 between Lt. Gen. Jay Garner, the retired officer Mr. Bush appointed to administer postwar Iraq, and President Bush and others in the White House situation room. It describes senior war planners as having been thoroughly uninterested in the details of the postwar mission. After General Garner finished his PowerPoint presentation — which included his plan to use up to 300,000 troops of the Iraqi Army to help secure postwar Iraq, the book says — there were no questions from anyone in the situation room, and the president gave him a rousing sendoff. But it was General Garner who was soon removed, in favor of Mr. Bremer, whose actions in dismantling the Iraqi army and removing Baathists from office were eventually disparaged within the government…

Subject: Challenger wants freeholder to resign as Mullica prosecutor: By THOMAS BARLAS Staff Writer, The Press; The Democratic candidate for the 5th District seat on the Atlantic County Board of Chosen Freeholders wants his incumbent Republican opponent to resign his job as prosecutor in Mullica Township in light of an ethics code violation filed against him. Anthony Falcone alleges that James Curcio “refuses to answer charges that have been brought against him, and he continues to avoid any sort of accountability by attacking me personally.” Falcone charged that former Curcio campaign contributor Steve Waszen still owes fines and back taxes in Mullica Township. “What has Curcio done about it?” Falcone said. “A whole lot of nothing. It is time for Curcio to resign as prosecutor because there is a clear conflict of interest with his official duties as prosecutor and his campaign donors.” Atlantic County Democratic Committee Chairman Ron Ruff this week filed a complaint with the Atlantic County Ethics Board alleging Curcio violated the county's ethics code by not fully prosecuting Waszen in connection with illegal dumping and tree-cutting activities in Mullica Township. Ruff also alleges in the complaint that Curcio didn't push to recover fines, late fees and penalties imposed against Waszen and never told Mullica Township officials about Waszen's campaign contribution. Curcio admitted that Waszen gave him an $1,800 campaign contribution in 1999 but that it never influenced how he prosecuted Waszen. Curcio said he had forgotten about the donation, which was properly disclosed on state campaign finance reports, and that court records will prove that he aggressively and appropriately prosecuted Waszen. Curcio called the ethics complaint political. Falcone is a Hammonton Town Council member. Curcio confronted Falcone about the ethics complaint during Town Council's meeting Monday night, accusing Falcone of being behind the filing of the “bogus” charges. “I did not file a complaint against you,” an angry Falcone repeatedly told Curcio, adding the Town Council meeting wasn't the place to discuss the issue. The brief confrontation became increasingly heated, with Curcio eventually calling Falcone a “liar and a coward.”

Subject: A bad bargain: Larry, the ideals of the GOP have shifted radically in the last 25 years. But most conservative voters are more likely to see President Bush as an incompetent leader than to reexamine their core values. Bush's policies are an extension of Ronald Reagan's: deficit spending, hawkish foreign policy and deregulation in favor of corporate interests. The Bush administration has simply taken these principles to an extreme, with disastrous effects. But conservative ideologues will never question these principles because Reagan is the messiah of the modern conservative movement. Any change will come from rank-and-file voters who have begun to realize that these policies run counter to the public good. RESPONSE: One would have hoped it would have become obvious by now to even the dumbest Republican that deregulation only results in corporate fraud like Enron, WorldCom and the list goes on and on and products that make us sick or kill us as in the case of the present ecoli spinach contamination...profits and the expense of the pubic well-being is the end result. UPDATE ON SWEETWATER CELL TOWER

The issues from the Pinelands that were holding up the Verizon Sweetwater cell tower have been resolved to Pinelands satisfaction, as indicated in a recent letter to Mullica Township offica DUMB. This represents an important hurdle to the process of getting a building permit to start construction on the proposed cell tower to be constructed behind the Sweetwater Fire House on Pleasant Mills Road. However, anyone familiar with the process we saw unfold in the case of the now operating Sprint cell tower in Elwood should understand that there will likely be other delays before a building permit is finally issued by the Township.

OUR HEALTH ALWAYS SEEMS MUCH MORE VALUABLE AFTER WE LOSE IT
Subject: It’s about time!!! Larry, I work in the health care field and just wanted to point out to your readers the fact as reported in yesterday’s press (Sun. Sept. 24th) a key reason why I as a registered Republican will be voting for Robert Menendez and not Tom Kean Jr. We in New Jersey are the only State that does not allow clean needle exchange as a proven effective weapon in the prevention of the spread of hepatitis, HIV and several other diseases that our spread by the sharing of needles among drug users. As noted in the article the effects of our legislator’s pig headedness has resulted in a horrible price being paid by non drug using loved ones especially women and children of needle drug users. I see on a daily bases the effect of this political cowardliness. And now I learn that not only would the candidate who I would tend to lean toward supporting, Tom Kean Jr. have voted to send us to war in Iraq, even knowing what a disaster that has turned out to be, but he voted against a very weak Needle Exchange Bill, there is simply no way he will get my vote in November. Apparently Comcast has changed the day on which they will be broadcasting Mullica’s Town meetings. Thus it was announced that the Tuesday September 25th Town meeting will be broadcast on Sunday, channel 78 at 7 P.M.

What listeners will undoubtably find of interest is the appearance of Mullica prosecutor jim ETHICALLY CHALLENGED curcio who apparently had stopped for more than a few beers before showing up at Mullica’s Town meeting after making what even many Hammonton Republicans thought was an ass of himself the previous night at the Hammonton Town meeting. Subject: The Dog Ate My Homework: There is an apocryphal tale about a child who, having failed to perform an assigned task, invented the most outlandish excuse for why he could not produce the required finished work. We cannot say if there ever was an actual child who claimed that the dog had eaten his homework. But we have its equivalent now in the current president of the United States. The incredible world spectacle we have is this. First, the president demands that the War Crimes Act, the law of the land, be changed to accommodate the crimes that have ALREADY been committed at his direction, specifically to authorize methods of torture previously and rightfully considered verboten. If this is not a naked admission that he has broken the law in the most hideous way we don't know what is. Second, and at the same time, he is demanding that new laws enacted be to hotrod the prosecution of those he personally deems enemies of the state. What is he trying to tell the world, that those people CANNOT be convicted of an offense under our current law, but that he himself cannot ESCAPE conviction under that same law for what he has done? Shame on any member of Congress who signs on to any of this in any part. Let us address each of these two points in turn. THE WAR CRIMES ACT MUST NOT BE CHANGED AT ALL!!! If there was an Olympic event for hypocritical lying, the Bush administration would have no peer anywhere. But perhaps the biggest honking lie of all is that the torture of our detainees has given us any intelligence to make us safer. Indeed, it was information extracted by torture (of Ibn al-Shaykh al-Libi) that was used as an EXCUSE by the Bush and Cheney that it was so drop dead critical to attack and occupy Iraq, now recognized by all with an honest bone left in their body as the greatest strategic blunder in our nation's military history. It is all contained in the Phase 2 Senate Intelligence Committee Report, which Cheney claims not to have read himself. Those who really know interrogation know that information extracted by such means is BAD intelligence, notwithstanding the most extreme "ticking time bomb" scenario the Bush regime constantly throws in our faces. But just as they have systematically done in every other policy area without exception, those who actually know what they are talking about have here again been muscled out of government decision making. We are told for example that the military JAG attorneys were held for hours in a meeting and not allowed to leave until they signed on to the president's demands. And now Bush directly threatens the American people by saying if they will not rubberstamp his torture program as is, he will scuttle it. That's exactly akin to a bank robber threatening to stop robbing banks unless we change the laws to his specifications. Of course it has to stop. When we have a program that is so destructive to our REAL national security it absolutely MUST stop. Maybe then, just maybe, we could get back to obtaining good intelligence of actual value. But Bush in his patented flim-flam way would make it sound like his critics would have us stop all intelligence operations to protect our families. They have their talking point, that the law needs to be "clarified", and they are going to keep repeating it like a broken record until we all run screaming from the room. The problem is that they KNEW they were breaking international and U.S. law when they did it, in the most premeditated way, and were so warned in advance by their own attorney general in no uncertain terms. Part of the language they would now unilaterally and retroactively excise from Article 3 of the Geneva Conventions refers to "outrages upon personal dignity, in particular humiliating . . . " At Abu Ghraib, Bush administration henchmen DESIGNED methods of treatment with the deliberate intent of being maximally offensive to their Muslim victims, most of whom were innocent of any crime whatsoever. If war itself were not enough of an atrocity, when the depth of the horrors of World War II came to light some to the greatest legal minds ever labored to define in words what civilized people must forever proscribe, even in war. And in the Geneva Conventions they succeeded. Any who dare to violate these mutually accepted definitions of despicable behavior are guilty of war crimes on their face. We need NOT behave as monsters ourselves to protect our people. Such acts only lead to the remaining civilized people in the world shunning us as pariahs, to never again volunteer the good intelligence we really need to thwart those who mean us harm. In fact, the Bush administration has repeatedly jeopardized intelligence operations of REAL value to score media propaganda points. The British were furious two years ago when they outed a very valuable mole in Al Qaeda, thereby doing incalculable damage to our ability to stop the bad guys. And they did it again by pressuring the British to move prematurely on the recent airline plot, related to so-called "liquid explosives" which had no chemical possibility of ever being operational. The case against those plotters and their associates is accordingly weaker than it would have been otherwise. Keep in mind that in both the above situations informants were gained by winning people to our side. Such intelligence losses cannot be compensated for by stooping to torture methods which have the exact OPPOSITE effect. DETAINEES MUST BE PROSECUTED UNDER CURRENT LAW!!! The fact that the detainees HAVE been tortured is precisely the reason why the Bush administration is so determined to deny them any rights they have under current law to see the evidence against them, or to have any other protections thereunder. Secret evidence means keeping also secret their own war crimes. Either we are a nation of laws or we are not. And to butcher the law "ex post facto" (after the fact) anytime the result will not be as we would like is to render our entire legal system of no force and effect. It is to tell the world that we have laws of convenience only, and that they are subject to change without notice. There are disreputable precedents in world history, the Star Chamber, kangaroo courts and show trials. The Supreme Court, even stacked as it is already is with Bush beholden appointees, has ruled that the military tribunals proposed are contrary to the Constitution itself, let alone statutory law. The solution is not to enact further Constitutional outrages in the Congress, perhaps in hopes of stacking a contrary deciding fifth additional vote by the time it arrives back at the Supreme Court. The detainees must be prosecuted under existing law. To do otherwise is to send the loudest message possible to the entire world that we believe THEY HAVE COMMITTED NO CRIME FOR WHICH THEY CAN BE PROSECUTED. Some who were irrefutably innocent have already been released after years of torture, and with no apology or compensation for their ordeal. If the truly guilty cannot be found so under current law, we have no moral standing in the world left at all. There's a ticking time bomb alright, but unfortunately it's our own current president of the United States. Day by day he becomes more pugnacious and more defiant. It is just a matter of time before he commits an atrocity in our name so heinous that no American will ever be safe ever again anywhere in the world, unless he is peacefully and swiftly removed from office. And if a dog did eat his homework, it would have been a dog of war.

I’m personally offended, and I think everyone in this township should be as well, that someone who is willing to invest their time and money to try and launch a new business that will add value to the business base of the township, employ township residents, generate tax revenue to several government entities, and possibly draw additional customers to other businesses in our township has to endure the bigotry displayed in that picture! How will this township ever hope to encourage commercial growth in the designated commercial zones and thereby contribute to increasing the commercial ratable base and reduce the property tax burden for the homeowners if the entrepreneurs have to worry about what color, sex, ethnicity, religious beliefs, etc. are “acceptable” in this township! RESPONSE: You will be pleased to know that you were not the only one who verbally expressed their displeasure with the picture and its message of bigotry. Thank you having the courage to express your strong condemnation on GadFly. The proud position of GadFly is that it is a totally uncensored forum and open to all views, including those of bigots...though I think it may be presumptious and overly PC perhaps to draw that conclusion. That by the way is the essence of America, that individuals do NOT have a right to NOT be offended...that we err on the side of giving people too much freedom rather than restricting freedom...as they do in Muslim countries or other countries where religion and government mix. But then your friends and fellow Republicans members of THE CORRUPT MULLICA 5 AKA IDIOTS R US have a long record of myriad attempts to keep the Mullica public from expressing their views at pubic meetings...both by scheduling them in the past in the afternoon when most working people can not attend, or as last month, attempting to shout down speakers during pubic discussion.

When you raised your concern over the picture with me at the last Town meeting I referenced the famous Pastor Martin Niemoeller quote...which I am pleased to post here:

One of the core values that sets America apart is that minorities, whether of color, religion, political belief or sexuality are protected from the tyranny of the majority. Well, that used to be the way it was before BUSH THE LESSER was elected.

Subject: Moral obligations: Larry, everyone in the military, from generals to privates, has the obligation to refuse to obey immoral and inhuman orders. American prosecutors at the Nuremberg trials rejected the Nazi generals' defense that they were just obeying orders. As a human being, I agree with our prosecutors. As a citizen of the United States, I have the obligation to make certain no one in our military forces, including the CIA and other intelligence agencies, have violated or are violating these standards. I have not lessened my obligations in these matters even though I, in union with all American citizens, have assigned this obligation to our president and Congress. This obligation imposes upon current and future governing bodies to obey laws passed by previous administrations or to change laws in open public debate. Democracy does not exist where secrecy and deception prevail. Were the CIA'S secret prisoner camps in foreign countries established with or without permission of these foreign governments? Were laws broken by any military personnel? If so, were these actions taken with or without orders? If orders were given, who issued them? President Bush does not believe we have a right to these answers or the obligation to demand answers. Our president wants congress to pass laws that retroactively make past illegal and inhumane actions legal and humane. If presidential and congressional powers include the power to make past actions legal, these powers also include the power to make past actions illegal. This is not democracy, this is tyranny. These issues are not partisan politics,. They go the very heart of who we are as a nation and as a people. DM

At last year’s budget work shops, it was bill THE GARRULOUS kennedy who successfully pushed through the formation of an ad hoc committee headed by Committeeman Dan Turygan to evaluate options for providing ambulance service in Mullica. It has been evident for years that the Mullica Rescue Squad, under the stewardship of gary THE MUKTAR franklyn has continued, if not worsened in terms of its inability to answer the vast majority of emergency calls in Mullica.

The need to contract with Mullica tax dollars to provide back up services by paying the Hammonton (paid) squad to serve Mullica, what was initially only on weekdays is now a seven day a week operation as the Mullica squad’s ability to find the volunteer manpower worsens. This fact only places those in need of emergency ambulance service in Mullica more at risk. As noted; when the Mullica squad is scheduled to provide services the first 911 call goes to them, they don’t respond and a second call goes to them, only after more valuable time elapses in terms of response time does a call go then to the Hammonton Rescue Squad who as a paid squad have a record according to knowledgeable Mullica sources of amazingly prompt response time.

The MUKTAR franklyn’s linkage to the Mullica Republican Club has for years prevented THE CORRUPT MULLICA 5 AKA IDIOTS R US from addressing this growing life threatening situation. With the election of Democrat Kennedy the issue has been forced on to the Mullica agenda and coincidentally an update regarding the status of the ad hoc committee exploring the deteriorating rescue service in Mullica was requested during public discussion at the September 12th Mullica Town meeting by larry THE PEDANTIC MISANTHROPIC S.O.B. angel.

This request for an update elicited the information from both Kennedy and Turygan that the ad hoc committee had prepared a report that would now be forwarded to the full Committee. That it would then be the responsibility of THE CORRUPT MULLICA 5 to take action...or not.

It has long been the opinion of GadFly that as is the case with more and more communities, a paid squad will provide much better (more timely) service and cost less. The fact that Mullica’s elected Republican offica DUMB have in the past been willing to prostitute the safety of Mullica citizens on the alter of votes the ambulance members threaten to withhold from anyone who seeks to explore or evaluate a paid ambulance service is the essence of selfish irresponsible parochialness. RESPONSE: When both the executive and legislative branches of government are in the hands of the same party...in this case the Presidency and both houses of Congress, it is nearly impossible to impeach or even to investigate aspects of seemingly obvious abuse of power (e.g. excessive prices at the gas pump, no bid contracts, billions of dollars unaccounted for both in New Orleans, Iraq and Afghanistan). All too often the loyalty to party trumps the loyalty to one’s oath of office...not just at a local level.

RESPONSE: The recently proposed and adopted Master Plan that sets the parameters of development for Mullica was a sell out of the community to real estate interests. At the pubic hearing just before passing (there were several public hearings) the overwhelming view of Mullic residents in attendance was that the two forest zones in Mullica needed to be substantively raised in terms of the proposed minimal acreage requirement that was being proposed to build homes. Even the Pinelands Preservation Alliance in a letter indicated that larger forest zones were desirable in Mullica and would protect the rural character of our community while helping to sustain the habitat of the Pinelads.
THE CORRUPT MULLICA 5 AKA IDIOTS R US who represent the pro-development agenda of business people in Mullica clearly betrayed the interests of the vast majority of Mullica residents. What was so sad is that they had clear bargaining chips to demand larger forest zones as there were changes in the Master Plan that the Pinelands wanted that involved moving small pieces of property that had development on them in to the more urban extant zones (eg; the car wash at the EHC end of the Pike and the property on the Pike in Devonshire that was partially developed as a possible motel and/or resturant.)

As noted here, while Mullica had an opportunity to decrease the ultimate build out (total number of homes allowed by Pinelands), Mullica Republicans proposed and passed a plan with no decrease in the build out in the updated Master Plan. As you note, the potential effect on our schools and thus property taxes is scary to contemplate. And of course when Mullica had received from the County 'Open Spaces' money ($120,000) Forman and Chasey decided to give the money back...with THE BAG LADY chasey telling the public that some other community could probably use the money better than Mullica. Who gives back free money?

Mullica residents will have a stark choice to make this November. If you are pro-development, one should vote for, real estate agent janet THE AUTO INSURANCE FRAUD QUEEN OF ATLANTIC COUNTRY forman & cathy THE BAG LADY chasey. If you wish to maintain the rural nature of Mullica and limit the development of more homes in Mullica, your choice this November should be Grabeneur and St Amour.
THE TIME FOR EXTRACTING A LESSON FROM HISTORY IS EVER AT HAND FOR THOSE WHO ARE WISE (Demosthenes)
Subject: Steve Waszen: Hey Larry, I read an email from the NO DUMP group today and it seems that Waszen wasn’t even scheduled for another court hearing until six months from now. I thought that there were some issues about him not replanting and not removing the fence that the court had to address. Apparently, the October 3rd non-compliance hearing was only scheduled today, after Mary Hunt approached the court to ask whether or not Waszen paid the first installment of his fine.

RESPONSE As you no doubt know, GadFly had reported based on listening to the tape of the Waszen Court proceedings in August, that the $184,000 fine had a payment plan of $10,000/ month and the first payment would be due on September 15th. Also that Waszen would be in Court days later as the result of Mullica’s Code Enforcement Official at the end of the August Court hearing raising the issue of summons he had signed relating to the clearing of the property illegally ... (one cannot clear more than 1500 square feet of property without Pinelands approval). The Pinelands had ordered that the property that had to be replanted and there had been no action on that issue. Thus the Judge set September 19th as the date for steve THE SCOFFLAW waszen to return to Court on that issue. That fact is verified by the tape of that Court session and the written notes denoting where various aspects of the day’s Court proceedings start on the tape.

Some how, the matter fell through the system and no notice went out and thus the matter was not on the Court Docket/agenda on Tuesday September 19th. Of course Mullica’s Republican solicitor ($$$ tim THE GIRLY MAN SHYSTER maguire $$$ who was in Court when the 19th date got set, just allowed either through incompetence or collusion with the prosecutor Jim Curcio the matter to slip through the cracks, again. One has to wonder given the record over and over again how one person can be this incompetent...or is that two people whose allegaince seems to be more to the County Republcian machine than to Mullica who they are collecting a check from. Remember the last time Waszen was in Court for illegal dumping for the umteenth time, this after the $184,000 fine, and he had dumped illegally on the property, the two County connected Republicans who represent Mullica as Solicitor and Prosecutor, sold us out by agreeing to no additional fines being assessed. HUH? Oh, and this prompted the outrage of Mr. St Amour and his “vaseline” remark ...that seems a gentlemanly way of explaining what Republicans are doing to our town at every turn.

A system of justice can only be measured by how it treats one person at a time. Bush just doesn't want it to measure him.

RESPONSE: It is not just the terrorists who use the fact that this administration in defining the war on terrorism as somehow different and thus one that validates American use of torture, secret prisons, lack of habeas corpus and other due process procedures, but our friends too see these actions as despicable. Recently, the head of Britain’s judiciary said that the U.S. military prison for terrorism suspects at Guantanamo Bay, Cuba was an affront to democracy. Lord Facloner said Guantanamo violated a fundamental legal principle that courts be able to review the conduct of the executive. So our friends and not just those nuts in the International Red Cross and Amnesty International are telling us that we are violating basic human rights. I ask again; Where is our outrage?

The President recently stated; “The United States does not torutre...I have not authorised it and I will not authorize it.” There is simply no truth in that statement at all and the rest of the world know that. The president claims that this war is somehow different and thus justifies what he calls “an alternative set of procedures” that is nothing more than words to conceal approved Bush policies of torture; simulated drowning, sleep and sensory deprivation, induced hypothermia, and beatings that have been responible for dozens of detainee deaths that this administration has hidden or attempted to justify.

In this administration’s efforts to justify torture we are told more lies; that the questioning of prisoners using these techniques have led to American lives being saved...and Bush was specific in his recent speech to the American people. Unfortunately, the facts belie the spin. We are told that the harsh interrogations by the CIA led to the capture of Khalid Sheikh Mahammed who is portrayed as the planner of the 9/11 attacks. The truth is that Khalid was arrested as the result of a tip that the C.I.A. received from an Al-Qaeda walk-in willing to help, more than likely for the reward money.

The other name this administration brandishes to justify its torture policies is Abu Zubaydah, who under torture we are told supplied valuable information. This a man who under extreme torture, to stop the pain, gave out loads of information which proved to be false. He is described by the C.I.A. as mentally ill. How foolish can we be to take any representations on faith from this administration that has repeatedly lied to the American people.

The American military have basically opposed the Bush torture polices as ineffective and self defeating in the war for hearts and minds. This was underscored recently when Lieutenant General Kimmons, the Army’s deputy chief of staff for intelligence said; ”No good intelligence is going to come from abusive practices. I think history tells us that. I think the empirical evidence of the last five years, hard years, tells us that. And, moreover, any piece of intelligence which is obtained under duress, through the use of abusive techniques, would be of questionable credibility, and additionally it would do more harm than good when it inevitably became know that abusive practices were used.”

As Congress is about to sell-out the principles by authorizing pretty much what Bush wants; the continuing ability to torture, to hold prisoners indefinitely without any kind of hearings and trial practices that allow for evidence derived from torture to be used in his desired kangaroo tribunals, it is the military retired leaders who have repeatedly spoken out against the damage of the use of questioning procedures that the Republican Congress is on the verge of giving to Bush...and it is all about the November elections rather that the safety of our country.

"Freeholder Curcio refuses to answer charges that have been brought against him and he continues to avoid any sort of accountability by attacking me personally. It is time Freeholder and Prosecutor Curcio to stop bobbing and weaving and answer to taxpayers for once," said Falcone. In 2005, Mullica Township filed a lawsuit against Steve Waszen for repeatedly violating dumping laws. As the Prosecutor of Mullica Township, Mr. Curcio failed to recuse himself from the matter although Steve Waszen contributed $1,800 to Mr. Curcio's Freeholder Campaign, a direct conflict of interest. Furthermore, Freeholder Curcio didn't bother returning the campaign contribution, even though there was a direct conflict of interest. Freeholder Curcio yesterday showed up to a Hammonton Town Council meeting where he attempted to hijack it by personally going after Councilman Falcone. After Councilman Falcone insisted they not discuss political campaign matters at a town council meeting, Mr. Curcio continued attacking Falcone, but failed to answer the charges brought against him. Questions STILL Unanswered: "Did you take campaign contributions from Steve Waszen?" "Were you then asked to prosecute Mr. Waszen?" "Why didn't you recuse yourself from the case? "Why did you fail to return the campaign contribution?" "Did you seek an opinion from the ethics panel on recusal. If not why not? "To what extent were you prejudiced in prosecuting a man who was funding your political ambitions?" "Did you fully disclose to the presiding judge and township council that you were involved in a case against one of your chief campaign donors? If not, why not?" "Why have you failed to fully prosecute Mr. Waszen?" "Facts remain that one of Mr. Curcio's chief campaign donors, Steve Waszen still owes fines and back taxes to Mullica…What has Curcio done about it? MULLICA BETRAYED BY THE COUNTY REPUBLICAN MACHINE GAINS OUTRAGE

While GadFly has been railing and ranting for months that County Republicans have sold out Mullica, now we seem to have some proof as filed today was an ethics Complaint against Mullica’s prosecutor Jim Curicio for taking campaign contributions from steve THE SCOFFLAW waszen and then acting as Mullica Prosecutor...a seemingly obvious conflict. The Complaint filed by the County Democratic Chair Ron Ruff.

Repeatedly, in Curcio’s failure to seek an additional $60,000 in fines as recommended by Mullica’s Code Enforcement Officer, Tom Sandman, after the $184,000 fine had been assessed and the Court Order continued to be ignored; which should have added another $60,000 to the fine and the decision was made not to seek that money. (And GadFly wondered why...and how we were being sold out?)

Don’t forget the time frame of total contempt for the Court displayed by THE SCOFFLAW waszen; he was originally cited in November 2003 and the $184,000 fine was assessed in June of 2005...so now, more than a year later no money has been paid on this $184,000 fine. How does this happen except for a betrayal of the Court system and a pay back for contributions to the Atlantic County Republican machine? It is further noted that the other County player in this sell out of Mullica for campaign contributions, this betrayal of one’s oath of office has been defended by Mullica’s Republican connected solicitor, $$$ tom THE GIRLY MAN SHYSTER maguire $$$. So there would seem to be a double betrayal of ethics by these two Republican whores.

Remember there also was another decision in which these two met in the back room about additional violations and decided to not seek a fine. How long will Mullica voters suffer this sell out?

Excerpts from the ethics Complaint that was filed today:

”As the Prosecutor of Mullica Township, Mr. Curcio refused to prosecute Steve Waszen, one of Mr. Curcio's chief campaign donors. Mr. Waszen contributed $1,800 to Mr. Curcio's Freeholder Campaign (Source: NJ ELEC). In 2005, Mullica Township filed a lawsuit against Steve Waszen for repeatedly violating dumping laws and wantonly cutting down trees that he had no right to destroy. Not only has Mr. Curcio, as Prosecutor for Mullica Township, refused to recuse himself from the Waszen case, he has refused to prosecute Steve Waszen, one of Mr. Curcio's top political contributors to his political campaigns. Mr. Curcio has also failed to disclose to proper authorities that he accepted $1,800 in campaign contributions from Mr. Waszen, a defendant he is obligated to prosecute.

· Mr. Curcio violated § 20-5. Ethical standards, Section E, which states: No officer or employee shall undertake any employment or service, whether compensated or not, which might reasonably be expected to prejudice his or her independence of judgment in the exercise of his or her official duties."

The campaign contribution that Freeholder Curcio accepted from Mr. Waszen has prejudiced his independence and judgment in the exercise of his official duties as Mullica Township Prosecutor.

Mr. Curcio also violated § 20-5. Ethical standards, section B, which provides that: No officer or employee shall use or attempt to use his or her official position to secure unwarranted privileges or advantages for himself, herself or others."

Freeholder Curcio used his official position as the township prosecutor to secure unwarranted privileges and advantages for Mr. Waszen by not prosecuting him and failing to recuse himself from the case.

Mr. Curcio is also in violation of § 20-5. Ethical standards, Section H, which states: "No officer or employee or any business organization in which he or she has an interest shall represent any person or party other than the county in connection with any cause, proceeding, application or other matter pending before any agency of Atlantic County…"

Freeholder Curcio violated that section by covertly representing the interests of his campaign donor.

These reprehensible and unethical acts of self-interest by Mr. Curcio are toxic to the political and governing environment. Should you find Freeholder Curcio in violation of one or more of these ethics provisions, we request that you prosecute him. At a minimum, he should be strongly reprimanded by your office. Doing so will demonstrate that our elected and appointed officials will be held accountable should they - as we believe Mr. Curcio has - put their personal interests ahead of those of the taxpayers.”

Some changes as Mullica will be changing its billing practice by taking advantage of the State contract with Nextel and that should bring the billing down to under $500/month and afford more minutes. Credit Corporal Jim Wild who once again has found a better deal for the taxpayers of Mullica. The previous contract and billing from Nextel gave Mullica’s 15 cell phones a total of 4,600 minutes for slightly over $600/month.

Since criminal charges were filed for personal calls being made that repeatedly caused overages in the 4,600 minutes, the abuse by the Mayor, cathy THE BAG LADY chasey has dramatically decreased. The other cell phone minutes thief, Bruce Crowe was defeated by the voters last November and now is paying for all his personal cell phone calls himself and not sticking the Mullica taxpayers with the bill...which by the way was thousands of dollars in over charges from these two thieves.

In July of 2006, bill THE GARRULOUS kennedy made no calls from his township provided cell phone for the second month in a row. Republican Jacobs who turned in his personal cell phone after being sworn in to office in July and getting a taxpayer provided cell phone used 265 minutes in July. On Friday, September 15th a vehicle driven by Matthew Tornese (born 1981) of Galloway was traveling east on Moss Mill Road when it was struck by a vehicle crossing that road at Colombia Road. The Colombia Road vehicle which was cited was driven by Irma Malave (born 1948) of Mullica.

On Sunday, September 17th around midnight a vehicle traveling on Reading Ave near Darmstadt went off the road and hit a tree and ended up in a ditch. The driver, Joshua Mangold (born 1986) of Mullica who had left the scene was tracked down and cited.

RESPONSE: They have repeatedly told us that things were getting better and they would be bringing troops home by the end of the year as the Iraqi soldiers become better trained. The flag that waves from the obscured pole in front of Mullica’s Town Hall has flown at half mast for over a month now. Weeks before 9/11 it was ordered to fly at half mast by the Governor for a North Jersey soldier killed in the Middle East and since then it has stood partially obscured behind a tree, at half-mast. Other area flags returned to the top of the flag pole, but not Mullica’s Town Hall flag.

For 9/11 the lazy and incompetent Township employees did not have to lower the flag as it was already there...laziness and incompetence masking itself as efficiency. Other area flags from the Mullica school to the Elwood Post Office all returned their flags to the top of the flag pole the next day...not so for Mullica’s Town Hall. All Mullica residence should applaud the apparent acknowledgment by THE CORRUPT MULLICA 5 AKA IDIOTS R US and all Mullica employees, from the cops, to the Road Department, to the Town Hall employees of the death of competence in Mullica at every level of its employee and offica DUMB!!!

To come to work everyday and no one notices; bespeaks a total level of incompetence and just not caring for all the over paid and under worked staff and of course expecting competence from Mullica’s elected representatives would indeed be a misplaced wish. Okay, the fact that a tree with foliage this time of year obscures view of the Town Hall flag from more than half the parking lot perspective may give some cover. But, remember the morons that run Mullica just spent (May) $1,547 to place a light at the base of the flag pole so that the obscured flag could be seen...that may help after frost removes the leaves from said tree. We want the Feinstein Bill to pass . . . but more importantly we want the Administration Bill NOT to pass. We must stand up and fight to a finish to block this bill. RESPONSE: Mea culpa!!! Again!!! My “plane” often does take me on flights of fancy, but in this case, the “plain” truth is; steve THE SCOFFLAW waszen should have been scheduled to be in Mullica’s Municipal Court on Tuesday September 19th as represented on GadFly to address the issue of clearing more than 1500 square feet of property without Pineland’s approval...and he now had to reforest that area.

The written recording log from the last Court appearance reflects in clear writing that the matter was scheduled as reported on GadFly to have THE SCOFFLAW waszen in Court on September 19th. This would have meant that the Court should have sent out written notice to THE SCOFFLAW waszen and that did not occur. Three of the morons who make up THE CORRUPT MULLICA 5 AKA IDIOTS R US (kennedy, forman, turygan) were in Court on Tuesday, September 19th along with the Code Enforcement Officer, and the hack Republican Prosecutor; and just to underscore the sell-out, incompetence, betrayal (pick what ever adjective you wish) were mute...that is the “PLAIN” TRUTH!!!

In fact to underscore their dereliction of their responsibility to the taxpayers of Mullica, the $10,000 payment from THE SCOFFLAW waszen which was due on September 15th and not paid was ignored/overlooked. (Which according to the Court Order carried an additional $1,000/day penalty.) Except for the fact that the chair of the ‘No Dump’ group, Mary Hunt, was in Court apparently expecting as the written Court record and tape (GadFly listened a second time to the tape after the 19th) reflected and that aspects of the Waszen case would be addressed. Ms Hunt raised the issue of the non payment and deadline with the Prosescutor. Otherwise all the morons that represent Mullica would have again been left with the matter not addressed...but than that has been the norm.

GadFly notes that the fine of one thousand bucks per day that should be assessed (if we are not sold out again by the Repubican machine to pay back the political contributions that THE SCOFFLAW waszen has made to them) should total another $15,000. This would be in contempt of the Mullica Municipal Court and should not be split with the County. Of course there was another $60,000 that should have been assessed on top of the $184,000. But the record shows a repeated sell out to Waszen on these fines and the deal being worked out behind closed doors points to the fine being traded away with some kind of spot zoning deal to help THE SCOFFLAW waszen and our Mayor cathy THE BAG LADY chasey and her Svengali THE SHYSTER are secretly doing.

At the Tuesday September 12th Mullica Town meeting the use of the word ‘shuffle’ during public discussion by a resident (Terry Savona) caused the Mullica solicitor, $$$ tim THE GIRLY MAN SHYSTER maguire $$$ to seem truly mentally unbalanced. Not merely unprofessional in his paroxysm of immature and insulting name calling; “liar, liar, liar” (while childish, THE GIRLY MAY did omit ‘pants on fire’ from is unhinged ire), but incorrect in the facts as seems so often the case with his feeble attempts to defend the often corrupt actions of THE CORRUPT MULLICA 5 AKA IDIOTS R US cabal against the citizens of Mullica.

The incident began with Ms Savona questioning the loyalty of THE SHYSTER maguire who resides in a comfortable beach community Brigantine at the other end of the county, to the interests of the citizens of Mullica and his forthrightness regarding the myriad machinations involving what is, or is not, going on with the Waszen property. First, Ms Savona focused on the fact that the Federal Court injunction was only “temporary” and THE SHYSTER maguire’s repeated representation that the battle against that property becoming a garbage rail transfer station was over, 99.99%. “Temporary” being sited by Ms Savona as having a dictionary meaning of not permanent, having a lack of for ever... and the concern that the battle was not over as the Mullica Republicans have attempted to declare.

Their declarations an expression of their desire for the “No Dump” signs to come down because they remind people of the perceived Republican sell-out by the Mayor, cathy THE BAG LADY chasey who repeatedly refused to allow a ‘No Dump’ sign to be placed at Town Hall, or at her personal residence. This of course just another demonstration of how she was telling the public she was against the garbage dump coming to Mullica, but in reality seemed to be working with the County Republican machine who wanted the project to go forward as indicated by this refusal to sign-up with the community run efforts against the project.

As Ms Savona continued to question THE SHYSTER maguire and raised the issue of “spot zoning” of the Waszen property, again THE SHYSTER plunged off the deep end, warning her that the rumors on the street about the secret behind the scenes machinations to help steve THE SCOFFLAW waszen were false. HUH? It has been admitted that the bills on the bill list from the Township engineer are about exploring changing the zone for only the Waszen property...this fact hidden from the public and only revealed through the public questioning of GadFly. The fact is the fact...and that is ‘spot zoning.’

It should be mentioned when the Township Planner was publicly questioned about the legality of ‘spot zoning’ by larry THE PEDANTIC MISANTHROPIC S.O.B. angel who thought such a practice was illegal, the public was told by the Township’s planner that it was “not illegal.” THE S.O.B. persisted, asking the Town Planner if such a practice might have the potential of a law suit. The answer was in the affirmative. The apparent fact that THE SHYSTER maguire wishes to call the practice of creating a special zone for only one piece of property that will only benefit that one owner (who just happens to have contributed money to the Republican Party) by some other name...does not change the fact...what the Mullica’s Mayor and Solicitor are doing is “SPOT ZONING!!!”

But what truly set THE SHYSTER maguire into outer reaches of manic ravings was Ms. Savona's questioning of what she referred to as his “shuffling” of papers in a lost little boy, out of league performance at the Federal Court Hearing on getting the temporary injunction against THE SCOFFLAW waszen to cease any activity on the Elwood property until Pinelands approvals were received. As spittle seemed to drip from his contorted mouth of this poor man’s mouth, THE SHYSTER ranted at Ms Savona, that who ever had told that was “a liar” and he challenged anyone to come forward and state that on the record. Silence!

There were probably half a dozen people in the audience who attended the Federal Court Hearing on the request for a temporary injunction in the audience....including Ms. Savona... SILENCE! Finally, THE S.O.B. angel who had attended the Federal Court proceedings spoke up, stating that THE SHYSTER had been totally lost during those proceedings and when questioned by the Judge about certain documents, in the most stumbly, nervous, and incompetent manner after “shuffling” through his papers was unable to produce the document the Judge requested...incompetent, inept, lost, and out of his league!

This seemed to push THE SHYSTER into the candidacy for a straight jacket and permanent residency in Ancora. “You’re a liar” he raved several times. THE S.O.B. angel, feeling some pity for what had to be obvious to all was a very unbalance individual indicated that he, “I would not call you (Maguire) a liar” but it was likely that Maguire had “merely forgotten his fumbling and shuffling” performance.

As an addendum, it is noted that before the meeting ended THE SHYSTER maguire rudely and viciously attacked Ms. Hunt, the Chair of the 'No Dump group' in an attempt to not allow her to speak during public discussion. When Ms. Hunt defended her right to speak during public discussion forcefully, THE SHYSTER justified his behavior by stating that other’s had been rude to him so this some how justified his rude attempt to shout Ms. Hunt into silence when she had the mike. HUH? As more of the seeming collusion or incompetence of THE SHYSTER Maguire becomes more and more evident to more an more people...the poor man is clearly becoming more unprofessional and ugly...ah, but he has around $50,000 a year he has been billing the taxpayers of Mullica at risk as it surely is becoming evident to Repubicans that he is betraying the interests of Mullica.

When the meeting ended, THE S.O.B. angel privately approached several others in attendance who had traveled to Camden to attend the Federal Court Hearing to get their recollection of the lost, inept, “shuffling” performance of Mullica’s solicitor. ALL, agreed the incident as described by Ms. Savona had occurred.

RESPONSE: Hey, remember Saddam was our friend and we supported him and his regime in the war with Iran after the American hostage incident that put the clerics in charge in Iran. As you point out, the fact that Bush policies are uniting Iran and Iraq together, who control so much of the world’s oil only makes terrorist attacks on America more likely. But, all that is important to Republicans is that the profits of their friends like Haliburton, the oil companies and other no bid contractors in the Middle East continue to soar. While our brave soldiers are dying, big corporate contributors to Repulcians are seeing their profits skyrocket. And of course Bush and his Republican friends as they hide the growing numbers of coffins (15 Americans killed so far this week) call for more tax breaks for the super rich. “ Support the troops” is as hollow as “MISSION ACCOMPLISHED”.

Subject: HORSE ATTACKED BY PITBULLS: Hi Larry, A horse was attacked by 2 pitbulls on Weekstown Rd. on Monday September 11. The horse substained various bite marks and a broken shoulder. The horse was put down on Tuesday to the injurys substained by the attack. On Thursday, September 14, 1 of the pitbulls, busted a screen window of the residents and charged in a aggressive matter at the horses again. Owner of horses was there at the time of this attack and was able to chase the dog away. Police arrived but were afraid to leave there vehicles until Animal Control arrived. Police and Animal control believe that nothing can be done to the Dogs as they were not seen attacking the horse, just seen on the property. What if that was a child that was attacked, i am sure the dog would be taken care of then? What if this happens again and claims another horse or human? Concerned Resident for safety of other Animals and Children.

RESPONSE The two pit bulls are owned by Heather Carmen who is a renter at 1345 Weekstown Road and two summons were issued for dogs at large. Ms. Carmen is scheduled to be in Mullica Municipal Court on October 3rd to answer those charges. Both of those Complaints were issued resulting from the September 11th incident. No summons has been issued for the lose dog on September 14th. The Board of Health was contacted as well as the SPCA. The head of the Atlantic County SPCA, nancy I’M IN FOR THE MONEY beal was contacted, but she apparently could not find a way to make money off the incident as you note no one saw the actual attack; and thus she had no interest in this case.

It is my understanding that the second time (9/14) that one pit bull got out it was taken by animal control and placed under ten day quarantine. It is also evident that the Township has only issued one license for one female pit bull. However, in order to get that license one must have proof of a rabies shot for one’s dog. Dogs that are less than six months old can not get the rabies shot and thus there is a possibility here that explains why only one of the two pit bulls allegedly involved in this attack had a license. Clearly, vet bills and the value of the horse that had to be put down in terms of replacement costs may be recoverable from Ms. Carmen. The burden of proof in a civil matter is much lower than it would be in Municipal Court which is a quasi Criminal Court with the burden of proof being beyond a reasonable doubt...Civil Court only requires a preponderance of the evidence to prove guilt.

There are a fair number of kids on that Elwood stretch of Weekstown Rd and while no one was witness to the attack, one would have thought that a vet report on the type of bites being consistent with the jaw of a pit bull might push the police to be more aggressive in addressing what would seem to be a very dangerous situation.
