I see that one item on the list is an approval for a new well for the Mullica Rec. The Committee should know that a new well for non-residential development requires the completion of an application with the Pinelands Commission prior to any local municipal permit or approval. It appears that that item needs to be removed from the agenda.
I don't believe that this well is for the Rec Association. The approval probably has something to do with a new well for a needy property owner who doesn't have water. It would be financed by Mullica's community revolving fund that was set up for emergencies like this one and the funds would eventually be paid back to Mullica by the homeowner. Mullica has provided such funds to others in the past, such as for emergency repairs to a roof, etc.
