New Behavior Ordinance For Mullicans


              Mullicans your life is about to change!

A new Ordinance "Peace and Good Order"will be considered for passage at the December 9th Mullica Committee Meeting.

You will not be allowed to run gambling houses or whore houses. The days of holding events such as cockfighting, dogfighting or prizefighting are over.

You will not be allowed to stand in the street and swear at people or block the street not allowing people to pass.
Being nude in a public place is now banded and take note, you can no longer piss or crap in the street or your own back yard!!!!

There will be no more door to door begging, begging in the street or selling of any material considered lewd.

You must dress decently and under no circumstances, be dressed as the opposite sex.  That must be a message to all of our transgender citizens that they should move or be fined.

No more indecently exposing yourself (Keep your pants zipped at all times) or committing any acts that that have a negative impact on the quality of life for the citizens, employees or visitors of Mullica.

If you have any objections to this Ordinance, you should voice your opinions at the December 9th Mullica Committee meeting.


Our beloved rural gem of Mullica will never be the same should this Ordinance be passed!!!!
 
TOWNSHIP OF MULLICA ORDINANCE NO. 13-2014 AN ORDINANCE ADOPTING CHAPTER 170, PEACE AND GOOD ORDER, OF THE CODE OF THE TOWNSHIP OF MULLICA, COUNTY OF ATLANTIC, STATE OF NEW JERSEY NOTICE OF PENDING ORDINANCE The ordinance published herewith was introduced and passed upon first reading at a meeting of the Township Committee of the Township of Mullica, in the County of Atlantic, New Jersey, held November 25, 2014. It will be further considered for final passage after public hearing thereon, at a meeting of said Township Committee to be held in the Municipal Building in said Township on December 9, 2014 at 7:00 p.m. and during the week prior to and including the date of such meeting, copies of said ordinance will be made available at the Clerk's Office in said Municipal Building to the members of the general public who shall request same. WHEREAS, the Township of Committee of the Township of Mullica is hereby dedicated to improving and preserving the appearance of the Township for the betterment of the community; and WHEREAS, the Township Committee wises to adopt the following as Chapter 170, Peace and Good Order. BE IT ORDAINED, by the Township Committee of the Township of Mullica, in the County of Atlantic and Sate of New Jersey, the following Chapter, Peace and Good Order be added to the Code of the Township of Mullica, County of Atlantic, State of New Jersey. CHAPTER 170: PEACE AND GOOD ORDER 170-1 Houses of Ill Repute. No person shall keep or maintain a disorderly house or a house of ill fame or allow or permit any house, shop, store or other building owned or occupied by him or her to be used as a disorderly house or house of ill fame or to be frequented or resorted to by riotous or disorderly persons, prostitutes, gamblers or vagrants. 170-2 Maintaining or Frequenting Gaming Houses; Cockfights No person shall set up, keep or maintain or permit to be set up, kept or maintained, in any house or premises, any faro table, faro bank, roulette wheel or other device or game of chance for the purpose of gaming, or any boxing ring, cockpit or other place for men or animals to fight; nor shall any person hold or permit to be held, in any house or premises, or frequent or visit any house or premises in which is held, any dogfight, cockfight, prizefight or any sparring contest for a purpose of money prize. 170-3 Participating in Games of Chance for Money. No person shall deal, play or engage in faro, roulette or other game of chance, either as banker, player, dealer or otherwise, for the purpose of gaming. 170-4 Offensive Acts. No person shall loiter on the streets and utter loud and offensive or indecent language or make offensive remarks to or upon any person passing along such streets or obstruct or interfere with any person lawfully in or upon such streets. 170-5 Begging. No person shall go about from door to door, or place himself or herself in the street, to beg or gather alms. 170-6 Indecent Acts. No person shall urinate and/or defecate on any of the streets, or any other public place, or on outdoor private property. No person shall appear in any street or public place in a state of nudity or in a dress not belonging to his or her sex or in any indecent or lewd dress or make any indecent exposure of his or her person or be guilty of any lewd or indecent act or behavior or exhibit, sell or offer for sale any indecent or lewd book, picture or thing or exhibit or perform any indecent, immoral or lewd play or other representation. 170-7 Acts Which Affect the Quality of Life No person or entity shall behave in a manner which has a negative impact on the quality of life for the citizens, employees, or visitors of Mullica Township. 170-8 Violations and Penalties. A violation of this section shall result in a fine of no less than $250.00 and no more than $2,000.00. This Ordinance shall take effect upon its adoption and publication as provided by law. 1. Aren't there existing laws that cover much of this.
2. A couple of these items seem to violate basic rights and probably will be contested. This will generate legal costs the township can't afford.
3. This all seems unnecessary and whoever created this new behavior ordinance is truly out of touch

Women were allowed to wear pants in the 1920's.
Do we have some kind of religious fanatics running Mullica? How could they even present this ordinance as it is written?
I'm sure the police would charge someone who was running around nude and crapping on our streets now.
How did this get past the solicitor. Doesn't anyone read these ordinances before they're put on the agenda? I would like to know who wrote it.

I heard that Mullica was a backwoods community but its worst than I thought if you guys have all this stuff going on.
Forget the ordinance and advertize your wild west atmosphere. You can attract all the nuts from our normal towns and do us all a favor.

You better make sure that your wife's dress isn't too short or revealing. According to the ordinance, "someone" will be judging our clothing and determining if we are lewd or indecently dressed.
This is ridiculous!

Was anybody at the Nov.25th meeting when this ordinance was put on the agenda? I can't wait to see who voted for it.
Most of the items are illegal already.
We are a public community in N.J.
We are not a religious cult or an organization with a dress code.
The scary part is that our committee and solicitor agree with the ordinance or didn't even bother to read it.

I agree with most of you that the dress code thing is weird but I could have used this ordinance in 5 different ways to charge a crazy neighbor for his harassing behavior.

That statement is so vague,it's frightening.
What if you're doing something perfectly legal but your neighbor thinks it has a "negative impact on his quality of life"?

To 10:47 pm, I guess you go to court and let the judge decide if your legal behavior is annoying enough to pay fines to the town.

Actually,I'm in agreement with 9:17pm. I could have used this ordinance many times and I have no doubt the judge would agree with me.

It's really embarrassing that we pay a lot of tax payer money to a high price law firm, Nehmad,Perillo & Davis, to advise and protect the town and they can't even review an Ordnance before it gets put on the agenda.It makes one wonder what else they are missing.
State Republican Chairman,Keith Davis,is more interested in funding candidates during elections so his firm will be hired by towns than he is about his firm doing accurate work.

I still don't understand how Davis's Law firm can represent Mascio in her case against the Mullica School Board and represent us as a town. This seems like such a conflict of interest. One of the clients will lose but the law firm makes tons of money billing both.
I would think the winner of the case will be determined by which side will result in a bigger pay off for the law firm.
They'll probably drag it out forever to collect more fees from the town.

Two questions: What incident precipitated this even being brought up? Who on committee voted that this even move forward?

There is no way in hell the ACLU would not take this case on. Who decides what is considered "lewd"? Mullican men have been pissing outside for centuries. I am at a loss as to what is happening here. We're going back in time. Crazy ass town. Why don't they worry about ratables first?

How much input were the police allowed in this since they will be the ones having to go out ,enforce, and arrest? How long will it be till the ACLU gets involved and we taxpayers are going to foot another large bill for another large lawsuit? Are there exceptions or situations in this very broad and general proposed law?

Seems to Mullica Man that our own elected officials are violating their own proposed ordinance as the mere thought of this proposal, never mind it's passage will negatively impact the lives of us Mullicans.

The intro to the Ordinance was written as a joke but I assure you that the Ordinance, as written, had its 1st reading on Nov.25th and will be considered for final passage into law on Dec.9th.

I can only hope that one of our lawyers did not write it.

I agree with the commentators that this will open the Twp. up to more lawsuits if sections are not removed.

The last paragraph 170-7 could mean anything to anybody and become a catch all for selective enforcement depending on who you are or who you know in this town.

There was no objection to the wording in this Ordinance when our Committee approved it. They saw nothing wrong with it or they never bothered to read it.

That speaks volumes.

I don't think $2,000 is a small fine for an undisclosed crime. They can charge you for just about anything they please under the last part of this ordinance.
Let's hope you have unlimited funds to hire an expensive lawyer to defend you in court.
Even if it gets thrown out of court, you take a big financial hit.

The "powers that be" in this town would determine what has a negative impact on someone else's life!

Write the laws out and give a fine for each one!

If you offend the Mayor, committee,a police officer,employee or a member of their family or friends, do you become a target for imaginary,subjective charges?

This town has a record for selective enforcement of real laws. This power grab against the citizens of Mullica is like a third world country's dictatorship rule of it's people.

If this passes,just stay in your home with the curtains drawn,don't dare put out any political signs,don't question anything that the committee does.

Sure, you can sue the town for harassment but your bank account will be exhausted long before the taxpayer funded lawyers of the town get done with you.

The Republicans now will have a majority for a minimum of the next two years. This is what we get for allowing Jim Brown and Company to do what they feel like, and not holding them accountable at the polls. We had the opportunity to elect a good decent community minded person in Jean Gallagher and we didn't. Do you want to get their attention now? It's not too late to file a recall petition again Brown and Rifle.

Brown and Riffle only have one year left unless they run again in 2015.I doubt they will run because of Browns health and Riffle has been a no show at meetings. Maybe Silva will recruit some of his buddies to run,win,and make him the new mayor in 2016.
The next election for 2 seats will determine the future of Mullica.

The next two seats up on Committee are those of Barbara Rheault and Anthony Gabris, after that Brown and Rifle are up. That's two years away. That my friends is the facts.

Most of the ordinance is covered under existing New Jersey law. We have a statue called a disorderly persons offense that covers speaking in public in bad words or acting in manners that are unruly in public. We have statues in the criminal code dealing with prostitution cockfighting dogfighting. We do not have statues covering the manner of dress who is Jim Brown to tell me that I can't wear a bikini under my clothes if I so choose. I like pink or purple. I like the feel of silk against my chubby wobby body. All joking aside, Jim Brown is the biggest freaking joke our community has ever had as mayor/dictator.

My God just came from meeting. Most of the committee did not even read this. What the hell is going on. Someone must be after someone. I hope you all have a good nights sleep. After this goes through I will keep one eye out my window!
