Raymond Franks of Hammonton was arrested by the Criminal Investigative Unit. Franks was arrested on two outstanding warrants including 1 count of theft, 1 count of criminal mischief. Franks was removing the copper ground wire located on the telephone poles along Nesco Road. Bale was set at $5,000. Subject was lodged in the Atlantic County Justice Facility in default of bail.
