Sixteen
dogs and three cats were removed from a residence on the 400 Block of
Philadelphia Avenue on the morning of May 29th, 2019 after the execution
of a search warrant by the Egg Harbor City Police.
A seven week investigation by Egg Harbor City Police Department’s Humane Law Enforcement Officer, Detective Rich Brown, led to the seizure of the nineteen animals. Daniel L. Phillips, 69, was charged with 19 counts of Inflicting Cruelty by Leaving an Animal in Inhumane Conditions NJSA 4:22-17a(3). The statute encompasses conditions of inadequate ventilation, exposure to natural or artificial light according to a regular cycle of day and night, sufficient space to turn, sit or lie down as well as minimizing exposure to waste. In addition to the State statutes, Phillips is facing Municipal Ordinance charges for failure to register animals and pen/enclosure size violations. All of the animals were safely removed and transported to the Atlantic County Animal Shelter in Pleasantville with the assistance of Mullica Township Police Detective Barry Heffley, Atlantic County Animal Shelter, and Animal Capture and Control.
