BUCKLE UP for as Henry David Thoreau; AS IF THERE WERE SAFETY IN STUPIDY ALONE

The national Safety Council, estimates that more than 12,000 people died between 1995 and 2000 because their states lacked laws that allow police to ticket motorists solely for failing to buckle up. 20 States including New Jersey have these types of primary seat belt laws. 29 States allow police to issue tickets for failure to wear a seat belt only after they stop a motorist for another violation. New Hampshire has no seat belt law. It was Dudley Morre who wryly noted: THE BEST CAR SAFETY DEVICE IS A REAR VIEW MIRROR WITH A COP IN IT
